abstract <p>Weber's and Mosca's structural-functional analyses of public bureaucracy, as well as their respective conceptions of the modern State, are here considered. Although both Mosca and Weber share the view that bureaucracy is indispensable to modern society, Weber's analysis is much more articulate and precise than Mosca's. By the same token, Weber's sociological definition of the modern State does include Mosca's own categories, albeit couched in different terms, nevertheless Weber's definition represents a more significant contribution to contemporary sociological theory.</p>
